ECCAIRS

Reporting incidents

A pilot may file a safety-related occurrence report when they consider that the safety of their aircraft has been, or could have been, compromised. Implementing Regulation (EU) 2015/1018 of 29 June 2015 sets out a non-exhaustive list of incidents that must be reported.

Since 30 June 2023, this incident reporting, which used to be done by sending a “CRESAG” form to the DGAC, has changed.

You can send your incident report directly to the DGAC in a personal capacity. Regulation 376/2014 (art. 7) requires that the data you send to the Authority be in a format compatible with the ECCAIRS software and the ADREP taxonomy. This requirement is intended to make data exchange easier between software systems that are not always compatible. It therefore means using electronic means of transmission only. As a result, sending reports by fax or as scanned reports by e-mail is now ruled out.

To send your report to the DGAC, you can first download the ECCAIRS 2 user guide for direct reports by clicking on this link and following the instructions. Be sure to give all the precise factual details needed to understand the risk situation you encountered.

Protection

Regulation (EU) no. 376/2014 and articles L. 6223-1 and –2 of the French Transport Code set out a framework protecting people who report, both against their employer and against the State. Accordingly, neither the employer nor the administrative authorities may take measures that would harm a person on the basis of information known only from reports (Regulation (EU) no. 376/2014 Art. 16 §6 and 9), except in the cases provided for below:

  • Deliberate breach of the rules,
  • Clear, serious and grave disregard of an obvious risk and a very serious failure of professional duty to take the measures manifestly required in the circumstances, causing foreseeable damage to a person or property or seriously compromising the level of aviation safety (Art. 16 §10).

Finally, you can also share your own experience by filing a REX on our site.

Your protection

Reporting does not expose you to penalties
