Safety reports

In each region, one or two pilots act as the federation’s flight safety committee relay: their role, how they are appointed and the directory by region.

Flight Safety Officers (CSV)

  • 27officers across 14 regions
  • 1 to 2CSVs per region, ideally
  • 1 dayof training by the federation

What are the roles, duties and objectives of FFPLUM FLIGHT SAFETY OFFICERS?

CSV: Flight Safety Officer
ComSV: FFPLUM Flight Safety Committee
CR: Regional Committee
BGTA: Air Transport Gendarmerie Brigade
BEA: French Civil Aviation Safety Investigation Authority

Profile:

Ideally the CSV is a microlight pilot, a member of FFPLUM, active in their region for at least two years, holding the passenger-carrying rating for at least 5 years and ideally with significant experience in two classes, or in other sectors of aviation. They should have a good grasp of mechanical aspects, and of course a strong interest in flight safety.

Appointment:

After a federation-wide call for applications, microlight pilots interested in becoming a CSV must apply to their CR President by sending a CV and a cover letter.
The President will then give an opinion, which is reported to the ComSV. The decision to accept or reject an application is made jointly by the CR President and the Head of the ComSV.

Number:

Ideally one or two CSVs are appointed per region.

Term:

The CSV’s term is not limited in time. It may, however, be ended by the Head of the ComSV in agreement with the President of the CR concerned, or by the individual by simple letter.

Training:

CSV training is provided by the Federation (one day of training, with a CD handed over).

Duties and objectives:

ComSV relay: Report incidents or accidents brought to the attention of the Federation or the Regional Committees.
Organise, with the agreement of the Flight Safety Committee, one or two flight safety actions in their Region per calendar year. Each year the CSV must provide their CR President and the ComSV Head with a summary of the actions carried out as part of their duties.
Listen to the microlight pilots of the Region and report the flight safety trends observed in their region.
Be available to the regional BGTA and/or BEA investigators to provide flight safety expertise on microlight flying.

Warning:

As microlight flying is an individual activity, the CSV is not there to monitor the individual behaviour of the pilots in their region.
Accordingly, the FFPLUM CSV cannot claim any police powers, and therefore can neither investigate officially, nor penalise anyone, nor take the place of any institutional authority.
Moreover, the CSV is bound by a duty of discretion and confidentiality regarding any personal information they may become aware of.

Reporting line:

The CSV is placed under the responsibility of their CR President and the Head of the Flight Safety Committee.
They must inform their CR President and the ComSV Head in advance of any flight safety actions they wish to undertake.
